Media viewer not respecting access settings

I have a object with multiple representations where everyone but the primary have a "not accessible to public" setting.

But when viewed in Pawtucket I can press the Plus icon on the primary representation, open the media viewer and view the other representations.
They are not shown as thumbnails on the details page, and if I set the option "dont_enforce_access_settings" to 1 in app.conf they are shown as thumbnails.
This makes me think the problem is local to the media viewer plugin but I don't know what to do about it.

Here there is image 1 out of 3, but the other two representations are not supposed to be accessible by the public.
