Help needed setting up history tracking in 1.7.9

I'm trying to move to History Tracking (in develop 1.7.9) from Movement based (because it seems to be depreciated). I had originally been using location based, but need to keep track of the movement of boxes.
I can not get this to work. The History bundles are always empty.
When I try to update a location, it seems to create an interstitial record, not a movement record. It also doesnt let an object be moved back into a previous location, nor does it record moving storage locations.

My original app.conf using movement based: (which was working in 1.7.8)

    How do I get Movement based location tracking to work in 1.7.9? All I can do is get an interstitial record, not a movement record to be created. Anyone?
