Installation stuck on "Installing database table for locales"

I am trying to install Collective Access on a Win10 PC.
I am using the Bitnami WAMP Stack 7.3
I have followed the instruction contains in the following Web Pages: https://docs.collectiveaccess.org/wiki/Installing_Providence
So, I am able to launch installation, but for some reason, it install gets stuck with while doing the Installing database table for locales.

I don't get a proper error message, just nothing is happening, do you have any idea how I could complete the install ?
