Batch Importing Parent/Child object records

We have 2 levels where there is are sets of items like say a set of 6 chairs, then a record for each chair. Is the function similar to importing a hierarchy of storage locations with two levels or do I need to import the parent records first and then the child records or all at once with a splitter--see example:

   "parents": [
           "idno": "^3",
           "name": "^2",
           "type": "^1",
           "idno": "^6",
           "name": "^5",
           "type": "^4",

OBJECT (parent)
1: Object Type
2: Object IDNO
3: Object Name

4: Object Set Part Type
5: Object Set Part IDNO
6: Object Set Part Name

Every record has parent details and child records would have the additional columns for Type, IDNO, Name.

Am I thinking through the Splitter correctly?
