use_external_url_when_available

Hi ,

According to the documentation, "use_external_url_when_available" can enable providence to fetch the media from (remote location) under http or ftp .

I tried to make providence fetch the media from a storage on the network , and I works well in the context of creating h264_hi versions

However, If I want to download the orginal files, It produces an empty file (0 kb) ,I think this might be a bug !
